Treanor Architects PA of St. Louis, the architectural firm which will design the building, conducted the $5,000 study. Warren County commissioners heard the results in a closed meeting on Monday afternoon with two representatives from Treanor. One site known to be under consideration is a 0.9-acre parcel behind the existing county courthouse. Two other locations, including one along South Highway 47 in the area of Brune Park, are also being looked at as building sites. "This is a huge decision which will impact the county for many years," said Presiding Commissioner Arden Engelage. "We want to make sure we consider every factor." The commissioners said the survey would provide a weighted analysis of the advantages and disadvantages of each site. Factors such as public accessibility, parking, infrastructure availability, building footprint and land acquisition costs will be key components of the survey. The survey will measure 27 separate criteria. The issue of parking is considered a primary deterrent to choosing the downtown site, the commissioners said previously. Many county residents have complained about a lack of adequate parking facilities now, and erecting a new building could further exacerbate the problem. "It (survey) gives us additional information so we can better weigh all of our options," said Southern District Commissioner Hubie Kluesner. The site survey is not binding, the commissioners said. "We're being very open-minded with regard to the location," said Northern Commissioner Dan Hampson. "This study will help us move forward during the consideration process. We won't exclude any factor." Once a site is selected, the commissioners will proceed with acquiring the land. They did not estimate how long the process could take. The administration building will be approximately 39,000 square feet with two main floors and a walkout basement. Construction costs for the building alone are estimated to be around $4 to 5 million. Work on the facility should be under way sometime this summer, with roughly an 18- to 24-month timetable anticipated for completion. The new building will provide office space for the county commission, county clerk, county collector, assessor, treasurer and the health department. The county prosecutor's office, the circuit court office and the sheriff's department will remain in the county courthouse.
