Board Says No Again to Business

Marthasville aldermen repeated their decision to not approve an additional sewer hookup from a local produce distributor for the second straight month. Board members also refused to reinstate a previous agreement that allowed three residential trailers to be connected to the city's sewage system. The decision was made at last Tuesday's meeting after both requests failed to be voted on due to a lack of a motion. "I am still stuck on the idea why should we allow more outside the city limits when we can't take care of inside the limits," Alderman Jim Struckhoff said. Failing to gain approval was disappointing to John Lochirco, representing Lochirco Fruit and Produce, owner of Happy Apples. He informed city officials last week that the Missouri Department of Natural Resources (DNR) approved a permit to allow the remaining wastewater not hooked up to the city sewer line to be land applied. "I can actually use that water for irrigating my trees," Lochirco said. The company grows apples and plans on making cider at an orchard on property just outside the Marthasville city limits. Happy Apples also makes caramel-coated apples at a warehouse off Highway 47 between Washington and Union. All along, city officials have been angered that Happy Apples' employees failed to approach them about expansion plans until the majority of the project had already been completed earlier this year. The initial sewer hookup, for three two-bedroom residential trailers, each housing six individuals, was terminated by the city earlier this year and did not include the potential for future sewer hookups. A building permit for two buildings and the relocation of another had been applied for by Lochirco with the county planning and zoning office Nov. 4, 2008. In addition, the company needs a conditional use permit to be able to make apple cider at its Marthasville property. That request will be decided by the county planning and zoning commission. Last month, Lochirco asked for a second sewer hookup to be used for five toilets, five hand sinks and one urinal. City officials said the city's system is running at 85 percent capacity with additional hookups already promised. Last year, aldermen said they turned down a request from a builder looking to develop a subdivision inside the city limits due to the capacity issues. Alderman Jason Kober questioned the fairness if approval was granted. "For me, it's hard to say yes when we can't accept waste inside city limits," Alderman Jason Kober said. Other News * At next month's meeting, aldermen plan to discuss the need for an ordinance to restrict residents from shooting off fireworks several days after the July 4 holiday. Alderman Keith Hagedorn complained that residents were shooting fireworks off after 10 p.m. "There is no reason to shoot them off three to four days after," Hagedorn said. Kober also agreed fireworks should be outlawed in some way. He said he had a yard full of debris from fireworks. The city currently has no ordinance in place restricting fireworks. Police Chief Gene Jenkins said he had received four complaints about residents shooting off fireworks. Restrictions on fireworks are expected to be included in the new model code book which should be approved by aldermen in the next couple of months, according to Verges. * Aldermen voted 4-0 to renew the liquor license for S & R Convenience Center.
