A Wright City alderman is questioning why the minutes from a previous meeting had him voting though he said he never had time to voice his support for or against an issue. Wright City Alderman Tom Black wanted the recording of the meeting to be reviewed and a correction made though it won't affect the outcome. The board voted 4-0, according to the minutes, to continue a highly charged discussion at the July 23 meeting when Mayor Roy White tried to end the public portion. Residents packed city hall to voice their displeasure over White's handling of a funeral procession for a Wright City High School graduate who died in Iraq. Alderman Jim Schuchmann made a motion for public comments to continue, followed by a second from Alderman Angie Reynolds. When the vote was completed, it was announced publicly that the motion passed by unanimous approval. The vote was not questioned by Black then. Black raised his concerns during the board's last meeting Aug. 13. He said he believed he was overlooked due to all the commotion occurring when the vote was taken. "I started to vote and the motion was passed and that was it," Black said. City attorney Leslie Tolliver-Rogers noted only the record of Black's action could be changed if he did not vote. "Right now, the comments are out there and we can't take them back," Tolliver-Rogers said. "If Alderman Black wants to review the tape, to see if he voted one way or another, I don't see a problem with that." The board voted 3-0 to table a vote until the tape of the meeting is reviewed by the Aug. 27 meeting. He was satisfied with the decision to review the tape. "My vote doesn't mean anything, but the idea is I was overlooked," Black said. Mayor Inquires About Engineering Firm Selection When board members were voting on an ordinance approving a contract with Cochran Engineering for work related to a sidewalk enhancement grant, White said he didn't know anything about the review process or that a decision had already been made though the board selected a firm last month. "I'm just saying everybody should be on the same playing field," White said after the Aug. 13 meeting. During the July 9 meeting, board members discussed the need to trim down the requests for qualifications submitted more than 16 firms. Aldermen Jamey Abercrombie and Schuchmann stated they would review those and select three to be decided on by the board. Two weeks later, aldermen unanimously voted 4-0 to select Cochran Engineering due to its familiarity and close proximity to the city. The two other firms considered were Stock and Associates and Dave Mason and Associates. White felt more city officials should have reviewed the proposals to make it fairer for the firms. "I don't know how much more concise we can be," Schuchmann said. Other News * A business license for Insulation Pros LLC, owned by Dave Gerland, was approved by aldermen. The business is located on Warren Avenue. The license, approved by a 3-0 vote, prohibits outside storage and limits the number of trucks allowed at the property to four. * Public Works Director Larry Janish made a recommendation to accept the lowest bid from HD Supply Waterworks for 480 feet of 15-inch sewer pipe for $2,457.60. Aldermen voted 3-0 to approve the purchase. Two other bids were submitted by Boehmer Brothers ($2,596.80) and Schulte Supply ($2,721.60). * The board voted 3-0 to approve a liquor license from the Wright City Lions Club for Strassenbash.
