Warrenton awards $930,000 bid for Veterans Memorial Parkway sidewalk

In an ongoing effort to make all of the city’s major roads safe for pedestrians, the Warrenton Board of Aldermen last week approved a nearly $930,000 bid to build a sidewalk along Veterans Memorial Parkway.

The sidewalk will go from the entryway for the Warren County R-III Central Office (near Market Street) to the entryway of Rural King at the Shoppes at Warrenton mall. The construction is being partially funded by the Missouri Department of Transportation through its Transportation Alternatives Program (TAP).

Aldermen voted unanimously Sept. 20 to award the project to S&A Equipment and Builders. No other contractors bid on the project.

Plans for the sidewalk construction have been in the works for more than two years. Because the work is being partly funded by MoDOT, plans needed to be reviewed by the state agency before being sent out for contractor bids earlier this summer.

“We finally got everything to MoDOT’s specifications, and we only received one bid,” city Director of Operations Jon Struckhoff said during a  Sept. 20 public meeting. “(The bid) is somewhat higher than the engineer’s estimate. But that was from a year-and-a-half ago, so the cost of things has gone up.

“We’re still under budget, and we’re still getting the grant money ... paying a portion of that,” Struckhoff added.

The construction project is significantly more involved than just paving a sidewalk. Because adding a curb and walkway would affect stormwater drainage on the south side of Veterans Memorial Parkway, a line of underground drainage pipes and inlets need to be built before the sidewalk can be paved on top of them.

Of S&A Equipment and Builders’ $930,000 bid, about $129,000 is for mobilization and preliminary ground work, according to a bid document from the city. Over $192,000 is for construction of the stormwater pipes, and more than $608,000 is for paving, earthwork and associated features along the sidewalk route.

Prior to this, Warrenton has also spent $142,570 on engineering and project management for this project, Struckhoff told The Record.

MoDOT’s TAP grant is providing over $314,000 for the project — half the cost to get the sidewalk from the Market Street area to the east entrance of the mall, Struckhoff said. The grant is not funding the remainder of the sidewalk to the Rural King mall entrance.

Construction will begin as soon as MoDOT gives its blessing, Struckhoff said, and should be complete by summer 2023.
