Warren County Commissioners vote to rezone property off Highway 47 as residential

The Warren County Commission voted unanimously to rezone a two-acre property located off of Highway 47 just south of Warrenton as R2 residential following a public hearing. 

The property, located on South Carol Street, was previously zoned agricultural. There was no public comment at the hearing. 

The proposed rezoning was previously approved by the Warren County Planning and Zoning Commission at its April 17 meeting. 

Planning and Zoning Administrator Bill Roemer said the proposal was approved unanimously by planning and zoning with no objections. 

The petitioner, T and K Homes, plans to subdivide the 2.2-acre lot into two separate properties to build rental homes, according to the rezoning application. 

Troy Spenard, with T and K Homes, was on hand to answer questions at the hearing. Commissioners inquired about whether the property would be hooked up to a sewer system. 

Spenard said they planned to connect to a DNR central sewer that was constructed for that subdivision once they were finished with construction. 

Roemer said they requested to rezone the property because the minimum lot size requirements in agricultural zoning would not allow them to subdivide the property. 

Lots that are zoned R2 must be at least 1 acre, allowing the developer to split the property in two. 

“He’s dividing that 2.2 (acres) into two lots, thus the reason for the R2 rezone,” said Roemer. 

Roemer noted during the public hearing that all the surrounding properties are already zoned R2, establishing a precedent for the change. 

Presiding Commissioner Joe Gildehaus thanked Spenard for following the procedures and going through the rezoning process as opposed to simply beginning construction. 

“I appreciate you doing the right thing instead of trying to ask for forgiveness later,” said Gildehaus.
