Suspect held woman against her will

Prosecutors have charged Warren County resident Thomas Goddard with assault and kidnapping, after deputies allege he abused and forcefully prevented a woman from leaving a home southwest of Warrenton.

Charges of second-degree domestic assault and second-degree kidnapping were issued July 27 for the incident, which was investigated in early May, according to court documents. Goddard was arrested July 27.

A Warren County deputy was dispatched May 11 to a home off of Highway U, about 4 miles from Warrenton, after someone called 911 and then hung up, according to a sheriff’s department report. Upon arrival, the deputy encountered a woman who was distraught and alleged Goddard had harmed her.

The woman told deputies that over the last week, Goddard had physically prevented her from leaving the residence unless he was with her. When she tried to leave anyway, Goddard allegedly grabbed her collar and pulled her back inside, partly choking her.

Deputies reported the woman had a red mark on her neck and a bruise on her arm, allegedly caused by Goddard grabbing her arm to remove her cell phone when she tried to call 911. Deputies said the woman had other bruises that had been created within the last week.

Goddard, after being advised of his right against self-incrimination, allegedly admitted to preventing the woman from leaving the home because he did not want to be alone.

Deputies said Goddard has a history of previous assaults against the same victim. He has been charged for two previous domestic assault cases within the last year, as well as for violation of a protection order.

Deputies said local law enforcement have also arrested Goddard several more times for incidents that haven’t been charged in court.

He is currently being held at the Warren County Jail without bond. His next court hearing is Aug. 12 in Warren County Circuit Court.
