Greg Costello dumps sod taken from the future site of the Charters of Freedom and dumps it into a tractor driven by Gary Ruebling. Ruebling then took the sod and dirt to a different section of the memorial site.
The Tribute to Veterans Memorial team was hard at work the morning of Aug. 3 in Warrenton as they broke ground on the memorial's newest section.
The Charters of Freedom will be installed to permanently display replicas of the U.S. Constitution, Declaration of Independence, and Bill of Rights. Those should be installed before the end of September, according to Tom Carter, president of the Tribute to Veterans Memorial group.
