Highway 47 sidewalk construction to begin by early April

Construction of sidewalks along North Highway 47 in Warrenton is projected to begin this spring, said City Administrator Terri Thorn.

“Based upon conversations with MoDOT ... it appears we’re going to be right on target with what we originally thought, as far as the timeline,” Thorn commented during Warrenton’s Nov. 3 board of aldermen meeting.

Right of way acquisitions, which have taken almost a year, are expected to be completed and approved by the Missouri Department of Transportation (MoDOT) by Feb. 2, 2021, Thorn said. The city began acquiring rights of way for sidewalk construction in December 2019.

“We’re down to two parcels right now that we’re still working on. One of those it appears we’re going to get taken care of in the near future,” Thorn said. The other parcel is stalled by legal confusion over ownership, she added.

Once the city receives clearance to proceed from MoDOT, bids for construction can be advertised in mid-February, awarded mid-March, and construction can begin late March or early April, Thorn said.

Sidewalks along North Highway 47 have long been in demand by the public, and city officials are eager to show progress after announcing the project almost three years ago. Starting in the area of the North Service Road, sidewalk will be built along the west side of Highway 47 up to Fairgrounds Road, then from there be built on the east side of the highway to Hickory Lick Road.

“Early next year in spring we will actually see this project starting, with some evidence that the public can see that it’s happening,” Thorn commented.

The project is predicted to be completed by the beginning of November 2021, depending on weather, Thorn said.

Construction of the 2 1/2 miles of sidewalk will be jointly funded by the city of Warrenton and MoDOT, which has agreed to provide $1.4 million for the project. Thorn said MoDOT confirmed that it has its portion of the funding set aside to pay for the project this year.

Because Highway 47 is a state roadway and MoDOT is helping fund the project, each stage of the project’s planning and execution has the extra step of needing to be sent to MoDOT for approval, increasing some of the time involved.
